Adjusts the range and updates the plot when the plot is dragged to the left or right
Parameters
- delta: number
  The amount that the plot is dragged
- axis: ContinuousNumericAxis
  The axis being zoomed
- range: ContinuousAxisRange
  The current range for the axis being zoomed
- OptionalconstrainToOriginalRange: boolean = false
  When set to true then the pan requires that the axis range remains a subset of the origin axis range; when false the pan allows and range
